Abstract

The United States and France differ greatly in their responses to mass immigration. The U.S. adapts is own culture and that of the immigrants, most recently with Latinos. France wants the immigrants to do it all. As a result, the Muslim North Africans of France's first wave of mass immigration are not assimilating well.

Abstract

RAND Europe has carried out a research project on car ownership modeling, called AAudit of car ownership models, for the Transport Research Centre (AVV) of the Dutch Ministry of Transport, Public Works and Water Management. This report presents a review of existing models for car ownership. The review contains a description and comparison of existing Dutch car ownership models and a review and comparison of recently developed models in the international literature and models used in practice. The report also includes recommendations on directions for potential development for improving the AVV car ownership models. The background of this audit is the desire of AVV to obtain information on the basis of which a well-founded decision can be made on the development of an improved car ownership model that can produce robust and sensible car ownership forecasts for all kinds of variants of variabilisation of the road tax (MRB) and car purchase tax (BPM). As part of this project, a number of policy advisers were interviewed about what types of outputs are required from a car ownership model, what should be the forecasting horizon and what should be the policy variables to be simulated.

Abstract

This project, performed for the Traffic Inspectorate Netherlands (TIN), investigates the possibilities of implementing instruments developed in the United States, especially SafeStat (see below), to monitor the effects of the activities carried out by the Transport and Water Management Inspectorate, (in Dutch "Inspectie Verkeer en Waterstaat (IVW)"), and Transport Inspectorate Netherlands (TIN, "Divisie Vervoer"), to increase road traffic safety. SafeStat is a set of rules, integrated in a software tool, which prioritizes U.S. motor carriers for safety inspections. Other instruments have been developed in the US for selecting vehicles for roadside inspections and for evaluating the effectiveness of road transport safety policy. The Dutch Ministry of Transport would like to develop a similar instrument for prioritizing carriers for inspection in the Netherlands, but also for assessing the effectiveness of the inspection activities (roadside inspections and on-site compliance reviews) carried out by TIN. The report contains a comparison of road safety aspects in the United States and The Netherlands and a description of the American tools and proposals for the development of similar tools in The Netherlands.

Abstract

In 2012 and 2015, respectively, the United Kingdom's Ministry of Defence (MOD) will replace its three Invincible-class aircraft carriers with two Future Aircraft Carriers (CVFs), the largest ships ever constructed for the Royal Navy. In preparation for this project, the MOD asked RAND to look at the economic implications, schedule impact, and technical risks of adopting new technologies and alternative manufacturing options. The research described in this report, based on the design and manning data available at the time, focuses on possible reductions in whole-life costs and manpower requirements of the carriers. Concerning reduced acquisition costs-based on figures from various cost analysis models-the researchers suggest options such as using construction practices from the commercial shipbuilding industry plus commercial systems and equipment in place of military standard equipment wherever there is no adverse impact on operations or safety. Regarding personnel cost savings and complement-reducing initiatives, the researchers look towards the practices of private-sector shipbuilding companies and of navies around the globe. Based on this analysis, they recommend, for example, promoting a cross-trained workforce with broad skills and using civilians to augment the ship's crew for nonwarfare responsibilities. Options for reducing the complement examine the trade-offs of increased up-front investments in technology with the corresponding manpower reductions. As the CVF Integrated Project Team continues to explore its many options, the researchers remain optimistic that, given several factors indicated, the CVF's targets can be reached.

Abstract

This report reflects the findings of a conference on cyber security and cyber crime on 9 April 2002 in The Hague, The Netherlands. It looks into the urgency for a better common understanding and better cooperation on these issues, in the light of the growth of the Internet, both in terms of number of users and in terms of social, cultural and economic impact. Focus was at three themes regarding the role of the public and the private sector in dealing with cyber security and cyber crime: What are the threats and what is the matrix of possible responses? How should Europe and the United States cooperate? How should the public and the private sector work together? The threat to information infrastructures is real. Threats run the gamut of possibilities, from faulty software to groups or hostile states intending to inflict damage. There is no agreement on whether the threat is waning. Overcoming the childhood diseases of current technology may abate the threat.
